“中华自行车王国”产业园区（以下简称“园区”）是天津市常务副市长黄兴国同志结合天津市自行车产业发展现状创意提出，天津市自行车行业协会策划，武清区政府主导运作的天津市2007年重点建设项目。园区成立管委会，管委会主任为武清区区长。由2007年2月13日成立的“天津自行车王国产业园区有限公司”负责整体开发、建设、招商、运营、管理，公司下设招商部、规划建设部、综合部、财务部等四部。“中华自行车王国”产业园区位于天津市西北部，武清区汊沽港镇区北部，规划控制面积8.4平方公里，实际可利用面积8.1平方公里，起步区0.98平方公里。
