西安盛洲园艺科技产业示范中心占地200亩，总投资3000万元，分智能温室、花卉生产区、苗木生产区及养殖区；园区按照现代农业的“高起点、高效、高产、生态”要求，突出“科学化、集约化、产业化”的现代农业特征，树立农业开发新品种新技术示范标杆。
项目建设包括：建设花卉生产智能温室2500平米，引进全自动花卉种苗生产流水线及配套发芽室和中心喷灌系统等。同时投资花卉生产技术培训中心，增设多媒体设施，引进并繁育新品种花草50余种。引进观赏草20余种，彩叶树种10余类，努力打造西北新生态、新农业，为提升城市绿化注入新的应用元素。
