中海油东方石化有限责任公司隶属于中国海洋石油总公司，是中海油炼化有限责任公司投资兴建的大型烯烃化工项目，由中海油炼化与销售事业部负责管理，中海油东方石化项目组和中海油东方石化有限责任公司共同组织建设，是中国海洋石油总公司与海南省战略合作的体现。该项目按照循环经济、清洁生产和绿色化工的原则，采用先进的催化裂解（DCC）技术生产丙烯和碳四等重要化工原料，走产品差异化发展道路，做到“炼—化”结合，*大程度地实现项目的经济效益和社会效益，符合总公司发展战略，也符合炼化公司的产业定位。项目位于海南省东方市工业园区，占地72.6公顷，总投资约87亿元，分为一期工程（炼油部分）、二期工程（化工部分）。一个项目，同步建设。计划一期工程2013年3月建成投产，二期工程2013年7月建成投产。项目建成后，年处理200万吨原油，生产20万吨丙烯腈、12万吨苯乙烯、7万吨MMA等一批高附加值化工产品，预计年均销售额约145亿元，年均利润总额10.8亿元。
