The company was founded in Shanghai in 1952 and underwent several changes. In 1955, it moved to Xi'an to participate in the construction of 156 key national projects during the "First Five-Year Plan" period, becoming the Northwest First Construction Engineering Company. In 1958, it moved south to Guangzhou, becoming the Central South Third Company. In 1965, it entered Sichuan for the "Third Front" construction and became the Third Company of the Second Bureau of the Ministry of Construction. In August 1966, it was reorganized into the 203rd Regiment of the 21st Division of the Capital Construction Engineering Corps of the People's Liberation Army with the approval of the State Council and the Central Military Commission. In 1976, it was ordered to rush to Tangshan to perform earthquake relief and emergency repair and construction tasks. In October 1983, it was ordered by the State Council to collectively relocate to Fuzhou and was reorganized into the Third Construction Company of the Seventh Engineering Bureau of China State Construction. In December 2007, the company was restructured and renamed as the Third Construction Co., Ltd. of CSCEC 7th Division. On July 6, 2012, the fifth chairman's executive meeting of China State Construction Engineering Corporation approved the establishment of "CSCEC Strait Construction and Development Co., Ltd." as the regional headquarters of China State Construction in the Fujian Haixi market, with the Third Construction Co., Ltd. of CSCEC 7th Division and Xiamen CSCEC Northeast Design Institute as the main entities, jointly funded by CSCEC, CSCEC 7th Division, CSCEC 3rd Bureau, CSCEC 4th Bureau, CSCEC Northeast Design Institute, and CSCEC Shanghai Design Institute. In recent years, the company has adhered to a scientific development concept, continuously adjusted its business structure and layout, and has seen its key indicators improve year by year.
