Chongqing Xiantao Data Valley Investment Management Co., Ltd. was established in February 2014 with a registered capital of RMB 300 million. It is a wholly state-owned company of the Yubei District Government. It has 8 internal departments, including the General Affairs Department, Audit and Legal Affairs Department, Finance Department, Planning and Technology Department, Engineering and Construction Department, Municipal and Landscape Department, Industrial Development Department, and Enterprise Services Department. The company's main business includes investment and construction of the Data Valley project, investment information consulting, etc. It currently has 81 employees. Excluding logistical staff, over 90% hold bachelor's degrees or above, including 1 PhD, 15 master's degree holders, 30 with intermediate or senior professional titles, and 8 first-class construction engineers.

Approved by the 40th executive meeting of the fourth municipal government, Xiantao Data Valley officially commenced construction in April 2014. From 2014 to 2020, it enjoys the same policies as Chongqing Liangjiang New Area. It adopts an operation model of "state-owned capital + social capital" to introduce social capital and jointly establish mixed-ownership legal entities with the state-owned company of Data Valley to implement the development, construction, and industrial operation of Xiantao Data Valley.

Xiantao Data Valley, together with the Airport Economic Innovation Corridor and the Chongqing International Logistics Distribution Center, is listed as one of the three major key industrial platforms of Yubei District. It is a key strategic project for Yubei to build an airport metropolitan area, the core functional area of Liangjiang, and the new center of the future main city.

Xiantao Data Valley is located in Yuelai International Business District, Liangjiang New Area, Yubei, Chongqing, surrounded by water on three sides and adjacent to the urban green corridor to the east. The Data Valley is 2 kilometers from Chongqing International Expo Center and 3 kilometers from Chongqing Central Park, forming a "Golden Triangle" of modern service industries. The Data Valley connects to the extension of the "Yuxin'ou" railway, and is 9 km from Jiangbei International Airport, 10 km from the Airport Bonded Zone, 15 km from Cuntan Port, and 5 km from the Shuitu National Cloud Computing Center. It enjoys a superior geographical location, convenient transportation, a beautiful environment, and exceptional ecological conditions.

The planned area of the Xiantao Data Valley project is 2,655 mu (1.77 square kilometers), and the actual total land occupied by the project is 1,356 mu (0.904 square kilometers), of which 490 mu is for municipal facilities and greening, and 735 mu is for building construction. The total construction scale is approximately 1.2 million square meters. Construction was fully launched in 2014, and the estimated static construction investment is approximately RMB 12.6 billion. Adhering to the development concept of "industry-city integration", it strives to realize six operational concepts: "full industry chain cluster development", "intelligent business office", "technology and smart support platform", "one-week fashionable city life", "low-carbon and efficient transportation", and "healthy and livable environment". It introduces multinational corporations and domestic leading enterprises, and lays out the development of four core industries: "big data, small sensors, massive storage, and cloud applications", forming a "3+6" industrial system. That is, supported by three major industrial parks for sensing, storage, and data mining and analysis, and with platforms of six major industry big data application industrial parks including financial big data, health big data, cross-border e-commerce, design big data, urban management big data, and education big data, it forms a big data industry ecological valley with international influence. At present, a total of 24 enterprises have settled in the Data Valley, and 4 enterprises (IZP, Qianbao, Acer, ZTE) were among the first batch to settle in the Data Valley at the end of August.

It is expected that by 2020, the Data Valley will introduce 30 leading enterprises, 300 core enterprises, and 100,000 supporting enterprises, create a output value of 100 billion yuan, and contribute an annual tax revenue of 4 billion yuan.

It is expected that by 2025, the Data Valley will complete the agglomeration of the big data industry, create 200 billion yuan in output value, drive the economic transformation and upgrading of Yubei, employ 40,000 people, and contribute approximately 8 billion yuan in annual tax revenue.
