Introduction to Shanghai Shibei High-tech Service Industry Park
In 1992, approved by the Shanghai Municipal People's Government Planning Commission, the Shanghai Shibei High-tech Service Industry Park (hereinafter referred to as the Park) was established and planned for unified development by the Zhabei District People's Government;
In 1998, the Park became a component of the Shanghai High-tech Industrial Zone (now the Zhangjiang High-tech Industrial Development Zone);
In 2006, the Park was designated as the fourth batch of provincial-level parks by the National Development and Reform Commission, making it the only municipal-level development zone in Shanghai's central urban area;
In 2008, the Park was designated as a Shanghai municipal-level high-tech industrial development zone and implemented the "Eastward Expansion Strategy";
In 2009, the Park proposed the development strategy of "accelerating technological advancement and building an internationalized park," and in the same year, it was designated as one of the city's first batch of productive service industry functional zones and a national high-tech industry base. Currently, the Park has undertaken the construction of national basic software bases, the Asia-Pacific Data Port, financial back-office service centers, and other platforms.
The Park is bounded by Zoumatang- Gonghe New Road- Changzhong Road to the north, Pengyuepu to the west, Wenshui Road to the south, and Dongyuexiu Road to the east, covering a total area of 3.13 square kilometers, making it one of the key industrial functional zones in Zhabei District. In recent years, the Park has formed agglomerations of high-end industries such as headquarters economy, information electronics, R&D and design, and service outsourcing, with district-level tax revenue maintaining a year-on-year growth rate of about 30%, becoming an important pillar of Zhabei District's economic contribution.

Its main functions are to carry out planning and construction, investment promotion, and enterprise services around the development of the Park. The group company has a registered capital of 2 billion RMB, consisting of 5 member units and 5 shareholding units, and has achieved backdoor listing on the Shanghai Stock Exchange.
