Zizhu Hi-Tech Park is located in the southeastern part of Minhang District, Shanghai, with convenient transportation. The planned area is 13 square kilometers, consisting of a university campus, an R&D base, and the Zizhu supporting area. Construction commenced in June 2002, and in June 2011, it was upgraded to a "National High-Tech Industrial Development Zone." As a breakthrough and innovation in China's development zone construction, Zizhu Hi-Tech Park has boldly explored a development model with distinctive features. Through institutional and mechanism innovation, it vigorously promotes industrial clustering led by "high-level and new technology," fostering scientific and harmonious regional economic development, and forging a unique path of independent innovation for a science and technology park. During its development, the park has obtained dozens of qualifications, including: "Overseas High-level Talents Innovation and Entrepreneurship Base" recognized by the Central Organization Department; "National Base for Science and Technology Trade Innovation (Biomedicine)" awarded by the Ministry of Commerce and the Ministry of Science and Technology; "Shanghai National Bio-Industry Base" awarded by the National Development and Reform Commission; "China (Shanghai) Network Audio-Visual Industry Base" awarded by the State Administration of Radio, Film, and Television; and "National Intellectual Property Demonstration Park" awarded by the National Intellectual Property Administration. ❉Institutional and mechanism innovation promotes high-quality and efficient outcomes. Zizhu Hi-Tech Park is jointly established by the government, private enterprises, and universities. With a brand-new organizational structure and institutional mechanisms, it maximizes the overall operational efficiency of social and economic resources. The park's economic indicators and operational data have maintained stable double-digit growth for many consecutive years, ranking 11th among national high-tech zones. It is the only national high-tech zone in China operated primarily by the private economy and serves as a key carrier for Shanghai's science and technology innovation center construction. ❉High-end project clustering forms an industrial ecosystem. The park focuses on six major industries: information software, digital audio-visual, life sciences, intelligent manufacturing, aviation electronics, and new energy and new materials. It prioritizes attracting regional headquarters, R&D centers, venture capital firms, and high-tech manufacturing enterprises. A large number of internationally influential enterprises and research institutions, represented by Microsoft, Intel, Coca-Cola, Infosys, COMAC, CGN Group, and Neusoft Software, have settled in. It has also gathered and supported a group of technology-based small and medium-sized enterprises characterized by fast growth, such as Zhichun Co., Ltd., Shenlian Biopharmaceutical, and GeneTech. Additionally, it has nurtured and incubated a batch of influential entrepreneurial and innovative enterprises in the industry, including TouchPal, Boostek, Yunzhou Information, Guanyong, and Yikang Intelligent. Within the China (Shanghai) Network Audio-Visual Industry Base, the China Network Drama and Micro Film Creative Entrepreneurship Center and the first domestic family game industry incubation base have been established. Leading enterprises in various audio-visual segments, such as Alibaba Culture and Entertainment Group, Sina Sports, Oriental Pearl New Media, and TCL-IMAX, have gathered here. ❉Focusing on innovation and entrepreneurship to build a technology innovation system. The park has established an innovation and entrepreneurship ecosystem with the Zizhu Entrepreneurship Center, Zizhu Entrepreneurship Incubator, and Xiaomiao Fund as core entities. It has built a "technology business incubator" of 12,000 square meters and set up the "Xiaomiao Fund" with a total amount of 1 billion RMB, focusing on Series A and angel investments. Leveraging efficient institutional advantages, it has cultivated and incubated more than 600 small and micro technology enterprises, and is advancing the "Zizhu Innovation and Entrepreneurship Corridor" construction. To date, the park has filed 47,860 patent applications and has been granted 27,407 patents. ❉Linkage of three zones promotes win-win development. The park establishes a resource-sharing mechanism connecting university campuses, communities, and the park, fostering close cooperation among universities, research institutes, and enterprises, and creating a collaborative innovation mechanism that features complementary advantages, shared benefits, shared risks, and joint development. Within the park are prestigious universities: Shanghai Jiao Tong University and East China Normal University. Currently, over 100 academicians, 1,000 professors, and nearly 150,000 scientific and technological workers and students have gathered, making it a world-class hub for industry-academia-research collaboration. Meanwhile, the park has introduced international higher education resources to build the Zizhu International Education Park, hosting institutions such as the USC-SJTU Institute of Cultural and Creative Industry, the Asia Europe Business School jointly run by East China Normal University and emlyon business school, and the ECNU-University of Haifa Joint Institute of Translational Science and Technology. ❉Comprehensive supporting facilities create a technology new city. The park features Zizhu Peninsula, Zizhu Basic Education Park, Lanxiang Lake Hotel, Health Industry Port, and Technology Finance Port. It offers full-service facilities including residential properties, education and training, medical services, health and elderly care, leisure tourism, and commercial institutions, promoting industry-city integration to build a "lifetime city." ❉Industry-city integration creates platinum-grade industrial services. The park has established a "platinum" industrial service system covering talent services, intellectual property, public platforms, laboratory sharing, financial services, urban management, and property management, safeguarding enterprise development. In the future, Zizhu Hi-Tech Park will strive to become a high-level operator of high-tech parks, a platinum industrial service provider, and a leader in technology parks, providing robust support for enterprise development and industrial progress, and creating a model of industry-city integration that is livable and workable.
