光大生物能源（盱眙）有限公司是中国光大绿色环保有限公司的全资子公司，中国光大绿色环保有限公司(以下简称“绿色环保”)于香港联合交易所主板上市。公司位于江苏省淮安市盱眙经济开发区，建设面积约12万平方米，总投资约4亿元人民币，主要利用盱眙县及周边区域的农林剩余物，供生物质锅炉燃烧实现热力供应和发电。项目于2015年8月开工建设，2016年10月竣工投产。本项目的建设规模为：1台20生物质供热锅炉+2台55高温高压生物质锅炉，配套1台20高温高压抽凝式汽轮机组。盱眙地处周总理故乡淮安市域*南端，距离省会南京江北新区*北端直线距离仅12公里。秦代置县，汉代建州，距今2200多年历史。盱眙位于长江经济带、大运河文化带、淮河生态经济带三大国家战略几何中心。盱眙是全省为数不多的山水绿城，现有明代*陵明祖陵，铁山寺、*山两个*森林公园等自然人文景观66处。盱眙*山“江苏*美运河地标”，*山历史文化街区，再现大运河流域东南*山的繁华盛景。盱眙交通区位优势得天独厚，长深、宁淮、宁连、宁宿、宁徐、新扬多条高速公路交汇于此。盱眙是长三角极具有特色和知名度的山水文化休闲名城，素有“南京后花园、长三角休闲园”之称。从2000年起，通过连续成功举办龙虾节，把名不见经传的小龙虾做成名扬天下的美食。
