China Electronics Standardization Institute (CESI), also known as the Electronics Industry Standardization Institute of the Ministry of Industry and Information Technology (MIIT), and the Fourth Electronics Institute of MIIT, was founded in 1963. It is a public institution directly under MIIT and a national basic, public welfare, and comprehensive research institution engaged in standardization in the field of electronic information technology. With electronic information technology standardization as its core, CESI conducts business such as standards research, testing, metrology, certification, and information services, providing professional support to the government in policy research, industry management, and strategic decision-making, and offering standardization technical services to the society. CESI undertakes domestic technical alignment for 55 IEC and ISO/IEC JTC1 TC/SCs and the secretariat work of 17 national standardization technical committees. It has established cooperative relations with multiple international standardization organizations and well-known foreign institutions, playing an important role in promoting the application, industrial promotion, and international exchange and cooperation of standards. CESI has government-authorized and authority-recognized laboratories, certification bodies, and workstations, with branches in Shenzhen, Guangzhou, Shanghai, Suzhou, and other places. Relying on platforms such as CESI Laboratory, CESI Certification, CESI Training, and CESI Information Services, it provides professional testing, calibration, certification and assessment, training, and consulting services to the market and customers, playing a core technical foundational role in standardization and conformity assessment in the electronic information and industrial fields. (hereinafter referred to as "Guangzhou CESI") is a new-type research institution invested and established by China Electronics Standardization Institute to provide high-level technical services to enterprises in South China. It is committed to providing enterprises with comprehensive one-stop technical services including standardization technical services, testing technical services, certification technical services, testing equipment development, product analysis, and laboratory technical consulting services. Guangzhou CESI has a laboratory of more than 2,000 square meters, currently including photometry, colorimetry, and electricity laboratories, light intensity distribution laboratories, optical radiation safety laboratories, safety regulation laboratories, flat panel display performance laboratories, lumen maintenance laboratories, waterproof laboratories, battery safety laboratories, and electromagnetic compatibility laboratories. It possesses advanced solid-state lighting performance testing capabilities, with data traceable to the highest metrology institutions of major countries such as China's National Institute of Metrology (NIM), the United States' NIST, the United Kingdom's NPL, and Germany's PTB. It is the first laboratory in China to participate in the LED proficiency testing program organized by the National Institute of Standards and Technology (NIST) and obtain satisfactory results.
