青海省小岛文化教育发展基地是由日本国小岛企业集团取缔役会长小岛镣次郎先生捐资援建的*大的教育外援项目，是隶属于省教育厅的集教育培训、会议接待、物业服务等为一体的企业单位。
重点开展中日文化交流研究和教育学术交流活动；负责全省外国文教专家的接待和生活服务中国外语人才网。承担日语、英语、韩语等培训任务和国家外语等级水平测试及出国人员青海考点的国家外语水平考试任务。
