Shenzhen Luohu Hospital Group

On August 20, 2015, Shenzhen Luohu Hospital Group was officially established. The Group is composed of the District People's Hospital (the Third Affiliated Hospital of Shenzhen University), the District Traditional Chinese Medicine Hospital (Shenzhen Hospital of Shanghai University of Traditional Chinese Medicine), the District Maternal and Child Health Hospital, the District Chronic Disease Prevention and Treatment Hospital, the District Integrated Medical and Elderly Care Hospital for Geriatric Diseases, 46 community health service centers run and managed by the hospitals, and 1 research institute (Shenzhen Zhongxun Precision Medicine Research Institute), forming an integrated and tightly-knit hospital group with a single legal representative, and it is a public medical institution. The District People's Hospital and the District Traditional Chinese Medicine Hospital are Grade 3A hospitals. The hospital group innovates the modern hospital management system, establishes a corporate governance structure, and implements a president responsibility system under the leadership of the board of directors. The district government entrusts the board of directors to manage the group. The board of directors is composed of external directors and internal directors and is responsible for major decisions. A supervisory board is set up to supervise the group's operations and the performance of duties by board members and the group management team. The district health and family planning bureau is responsible for industry regulation, and the hospital group is responsible for management and operation, so that each performs its own duties and management is separated from operation.
Shenzhen Luohu Hospital Group has 13 resource centers for medical laboratory testing, radiological imaging, disinfection and supply, information, health management, logistics distribution, emergency and first aid, obstetrics and gynecology, ultrasound, stomatology, pediatric neurorehabilitation, bone trauma, and pain, as well as 6 management centers for community health management, human resources, finance, quality control, science and education, and comprehensive services. The hospital group currently has 2,013 beds, 601 people with senior professional and technical titles, and 135 doctoral students. The group has 2 disciplines with * technical access qualifications, 1 * general hospital traditional Chinese medicine demonstration unit, 1 provincial-level clinical medicine key specialty construction unit, 5 provincial-level traditional Chinese medicine key specialty construction units, 3 municipal-level clinical medicine key specialties, 1 municipal-level traditional Chinese medicine key specialty, and 4 municipal-level traditional Chinese medicine characteristic specialties.
Luohu Hospital Group takes the collectivized reform of medical institutions as the link, the reform of health-effect-oriented medical insurance payment methods as the core, and the solid and excellent family doctor contracted services as the starting point, striving to build a regional tightly-knit medical consortium and promote the transformation of medical and health services toward "focusing on the grassroots and centering on health." The Luohu healthcare reform model was praised by Premier Li Keqiang and affirmed by national, provincial, and municipal leaders, health administrative departments, and well-known foreign experts. In 2018, the World Health Organization bulletin published "People-centered integrated care in urban China," which described in detail the core action areas of Luohu healthcare reform and the corresponding implementation strategies. The article abstract was translated into 6 languages and presented to the world. Luohu healthcare reform officially entered the world's vision, and the reform model became a model to be promoted nationwide and recommended by the World Health Organization. In 2019, Luohu's medical and health service system reform project centered on people's health won the annual award of the Asian Hospital Management Awards, the 2019 China Top Ten Outstanding Cases of Value-Based Healthcare, and the Silver Award in the social category of the Shenzhen Mayor's Quality Award.
Implement national policies: ordinary college fresh graduates who pass their residency training in the same year shall be treated the same as fresh graduates of that year; clinical physicians with a bachelor's degree who have passed residency training shall be treated the same as master's degree graduates in clinical medicine and traditional Chinese medicine.
