Cardewanli Commercial Factoring Co., Ltd. was established in December 2012 and is a national pilot enterprise for commercial factoring and a government service institution for small and medium enterprises (SMEs). Under the leadership of the Shanghai Municipal Financial Services Office, Shanghai Municipal Commerce Commission, and Shanghai Municipal Commission of Economy and Informatization, it provides nationwide public financing services for SMEs based on commercial factoring, committed to activating the billions in accounts receivable resources of millions of merchants, directly promoting financial innovation, and ultimately achieving barrier-free financing for micro and small merchants.
Cardewanli is jointly invested by renowned international investment institutions such as Vickers Venture Partners, Ivy Fund, Silicon Valley Bank, and Dingxin.

Company Qualifications
National Pilot Enterprise for Commercial Factoring
According to the Ministry of Commerce's "Notice on Work Related to Commercial Factoring Pilot," national commercial factoring pilot work is carried out in Shanghai Pudong New Area, providing enterprises with services such as trade financing, sales sub-ledger management, customer credit investigation and assessment, accounts receivable management and collection, and credit risk guarantee.
Government Service Institution for SMEs
Articles 38, 39, and 40 of the "Law of the People's Republic of China on the Promotion of Small and Medium Enterprises" stipulate that the state establishes and improves a service system for SMEs, and the government supports the establishment of service institutions for SMEs to provide various types of public services to them.
In May 2013, upon recommendation by the Shanghai Municipal Financial Services Office and Shanghai Municipal Commerce Commission, and with approval from the Shanghai Municipal Commission of Economy and Informatization, Cardewanli was designated as a service institution for SMEs, providing public financing services to them.
