中科院水生生物研究所淮安研究中心（以下简称淮安研究中心）是由中国科学院牵头院地合作，根据中国科学院水生生物研究所（以下简称水生所）与淮安市人民政府协议，由水生所、淮安市科学技术局、江苏省洪泽湖渔业管理委员会办公室、淮安市高教园区管委会、淮阴师范学院、淮安市农委联合共建的科研机构。淮安研究中心围绕洪泽湖地区渔业资源利用、水环境保护与江苏渔业产业等需求，开展关键、共性技术攻关和应用推广工作。
