昊成顺平能源发展有限公司于2015年6月正式成立，隶属于北京华寅昊成投资有限公司。占地面积208亩，计划总投资8.3亿元，该规划建设技术研发、工业、贸易三个板块，主要为了解决园区工业企业用汽的需要和城镇居民集中供暖，为居民安居乐业及园区招商引资奠定了良好的基础。
本项目不仅为开发区北园企业提供工业生产用汽，用电，还为顺平县城区冬季提供集中供暖服务。
本项目一期工程建设规模为3X130t/h高温高压循环流化床锅炉+2XB15MW背压汽轮发电机组，包括建设主厂房、脱硫脱硝、除尘、化学水处理等相关配套设施，拟定建设总工期为24个月，并预留远期建设规模为2X260t/h高温高压循环流化床锅护十2XB30MW背压汽轮发电机组建设空间。厂区内设置一座换热首站，计划一期能满足200万平米城区供暖面积的需求，其远期规划采暖面积预计达到600万平方米。工业热负荷现主要是天鹅化纤、泽裕纸业两大企业。汽轮发电机组并网发电后，电量除厂用电外其余全部上网。
