山西通用航空产业发展研究院主要工作定位：
1、参与省、市两级地方政府通用航空产业规划的制定；
2、参与并指导山西通用航空应用技术学院的筹建和运营，制定并指导学院中长期发展规划的执行与落实；
3、指导省级航空小镇规划，协助地方低空服务管理体系的建立与完善；协办航空飞行营地的申报、可以审批等工作。
4、发起筹建山西通用航空协会和学会，支持并协助地市成立通用航空社会组织等。
争取通过3至5年的努力,初步完成山西通用航空企业及组织的资源整合，逐步实现山西“省级谋划、科学布局、上下联动、协调发展”为目标的大战略发展格局。
