HuaJie Engineering Consultants Co., Ltd. (CHELBI Engineering Consultants, Inc.) was established in 1984, jointly invested and founded by China Communications Highway Planning and Design Institute Co., Ltd. (formerly the Highway Planning and Design Institute of the Ministry of Communications) and Louis Berger Group, Inc. of the United States. It is the earliest Sino-foreign joint venture engineering consulting company established in China and is currently one of the largest Sino-foreign joint venture engineering consulting companies in China.
