"Shenzhen Institute of Quality Consumption" was initiated and established by the "Shenzhen Consumer Council" on August 19, 2016. It is a domestic private non-enterprise public service institution that formulates, promotes implementation of, and supervises the implementation of third-party consumer quality standards. The establishment of the Institute drew on the successful experience of developed countries such as the United States and Germany in relying on comparative testing to guide quality consumption and promote product quality improvement, filling the gap in China where commodity comparative testing had not been carried out in accordance with international rules. It is a practical innovation in improving the mechanisms for promoting consumption.
As a consumer rights protection technical support institution, a quality standards formulation and implementation promotion institution, and a third-party consumer quality evaluation institution. Over the four years since its establishment, the Institute has undertaken 96 comparative tests, 44 consumer behavior surveys, 15 consumer supervision projects, and 130 data analysis projects for consumer councils across the country and in Shenzhen at the city and district levels, developed a food and drug volunteer team of 10,245 people and a 315 volunteer team of 3,300 people, built 8 consumer council rights protection technical service platforms, and formulated 15 group standards. Among them, multiple comparative tests such as those on fruit tea, phone cases, and crayfish were reported and reposted by media including People's Daily, CCTV News - Weekly Quality Report, and China National Radio, with readings reaching over 100 million person-times.
In the document "Shenzhen Quality Infrastructure Construction Development Plan (2018-2020)" jointly issued by the Shenzhen Market and Quality Supervision and Administration Commission and the Shenzhen Development and Reform Commission, the "Shenzhen Institute of Quality Consumption" was listed as a "key construction project in the standards field." In January 2019, it was confirmed by the Shenzhen Market and Quality Supervision and Administration Commission as a "Shenzhen Standard Innovation Demonstration Base." In December 2019, it was evaluated by the Shenzhen Social Organization Administration and the Municipal Social Organization Evaluation Committee as a "5A-level social organization."
At present, the Institute has three centers and eleven departments, with 104 employees. Most employees have previously worked at well-known domestic and international testing institutions and internationally renowned enterprises. Among graduates of domestic 985 and 211 universities and returnees from overseas, those with a bachelor's degree or above account for more than 80% of the total, including 1 doctoral degree holder and 19 master's degree holders, with an average age of 31. It is a professional and young team.
From the perspective of consumers, the Shenzhen Institute of Quality Consumption carries out commodity quality evaluations that are higher than national mandatory standards, providing consumers with a more rational, objective, and scientific basis for consumption behavior. As a platform for the release of high standards across domestic industries, it encourages enterprises to continuously improve product and service quality.
