首都科技发展战略研究院（Capital Institute of Science Technology Development Strategy，CISTDS）成立于2011 年8 月，由科学技术部、中国科学院、中国工程院和北京市人民政府发起，北京市科学技术委员会、北京师范大学和北京市科学技术研究院共同承建，是立足首都、服务全国的新型智库。
首都科技发展战略研究院聚焦“创新创业”和“绿色发展”研究，致力于打造集学术与政策研究、战略与咨询服务为一体的高端智库平台，拥有丰富的高端专家资源，专业化的研究团队，以及城市绿色发展科技战略研究北京市重点实验室、致公党北京市委科学发展战略研究基地、麻省理工学院未来城市智慧创新国际联合实验室等科研平台，对领域内的前瞻性、关键性、紧迫性问题展开重点分析和系统评估，为政府、企业和社会各界提供战略和技术咨询服务。
