昆明市土地开发整理中心是昆明市自然资源和规划局下属的自收自支事业单位,根据昆明市机构编制委员会办公室[2002]10号《关于同意立昆明市土地开发整理中心的通知》文件精神，我中心的工作职能职责为：负责土地开发整理资源调查与评价；参与土地开发整理项目选择、检查与验收；承担土地开发整理重点项目和示范项目的可行性研究、规划设计及资金预算、评估论证、立项技术检查、监督指导工作以及城乡建设用地增减挂工作；负责落实全市建设用地项目的耕地占补平衡，建立收购制度并具体落实指标收购流转工作；负责土地开发整理项目专项资金使用与管理；负责土地开发整理信息收集、加工处理与提供和相关技术研究、培训与咨询服务。
