浙江杭嘉鑫清洁能源有限公司成立于2017年7月，由嘉兴燃气集团股份有限公司和杭州市燃气集团有限公司共同出资设立，注册资金为7亿元。公司在平湖独山港经济开发区石化作业区地块投资建设LNG应急调峰储运站，于2018年3月16日奠基开工。项目作为中型规模的临港LNG接收、储存、外输站，用以满足浙江省天然气供需缺口，实现浙江省多气源安全供气，同时满足浙江省调峰需求，以切实保障下游用户的供气需要。该项目也将有力推动区域清洁能源的发展，为杭州、嘉兴两地的蓝天白云作出努力。
该项目列入了浙江省十三五能源发展规划、浙江省天然气发展三年行动计划（2018-2020）和2018年浙江省服务业重点项目。
