是中国储备棉管理总公司在新疆的全资子公司，国资委管理的100家之一，属央企。目前筹建三坪中央直属棉花中转储备库，占地700亩，6.5个亿投资，全部中央财政投资，主要职能是负责新疆地区棉花的国家储备任务和50万吨到内地各省棉花中转，项目地址在头屯河区伞坪火车站，离市区不到30公里。项目建设期在市区工作，项目建成后需到头屯河单位所在地工作。
