中国高新投资集团公司（简称“中国高新”）组建于1987年,其前身为原国家计委轻纺出口产品基建项目办公室。随着国家投融资体制和国有企业管理体制改革的不断深化，中国高新已由*初单一承担国家政策性职能的国有投资机构逐步转变为目前面向市场、自主经营、自负盈亏的国有投资集团公司。中国高新通过股权经营、资产重组等方式积极开展资本经营业务，初步形成了中国高新集团化、多元化、国际化的战略发展格局。截至2005年底，中国高新已形成高新技术产业投资、轻纺出口专项投资和资本经营业务叁大主营业务领域。
