洋浦新奥能源发展有限公司成立于2018年12月4日，坐落于海南省西北部洋浦经济开发区内的工业园区。洋浦泛能微网项目是落实国家节能减排政策，助力于打造洋浦经济开发区循环经济试点。项目以绿色低碳清洁经济的可再生能源生物质为原料，一期项目年供热能力为60万吨蒸汽，解决园区集中供热需求，提高能源效率，降低用户用能成本，保证用能安全。一期项目总投资1.8亿元，占地28000平方米，2台45中温中压生物质循环流化床锅炉、1台45中温中压燃气蒸汽冷凝锅炉、1台2.0的背压式汽轮发电机组、0.5光伏及站外9公里蒸汽管道，一期项目于2020年8月成功投产。
