Fima Innovation Research Institute of Chongqing High-tech Zone

Fima Innovation Research Institute of Chongqing High-tech Zone (hereinafter referred to as the "Institute") is a registered public institution jointly established in November 2018 by the Chinese Academy of Sciences, the People's Government of Jiulongpo District of Chongqing, and Chongqing University of Technology, under the strategic cooperation framework between China Ordnance Industry Group Co., Ltd. and the Chongqing Municipal People's Government. With the purpose of "leading scientific and technological innovation, cultivating high-end talent, strengthening achievement transformation, and serving the local economy," the Institute is an institutional and mechanism innovation platform integrating military, civilian, government, finance, industry, academia, and research, and a new high-end platform combining multi-party participation in dual-use technology research and development, dual-use high-end talent aggregation and cultivation, scientific and technological achievement transformation, and institutional and mechanism innovation demonstration.
At present, the Institute has a total of 107 employees (including *** personnel), among whom there is 1 academician, 17 experts with senior professional titles, 4 experts with associate senior professional titles, 9 doctoral degree holders, and 47 master's degree holders, 6 experts with experience as chief designers of key projects, and 5 experts enjoying special government allowances from the State Council. It has successfully settled 10 scientific research project teams and more than 10 scientific research project teams intending to settle, whose team members have cumulatively won more than 10 National Science and Technology Progress Awards and more than 100 awards at provincial and ministerial level or above, gathering a group of well-known experts in relevant technical fields from key domestic universities, research institutions, and high-quality enterprises, and initially forming an innovative team that is cross-regional, cross-disciplinary, and cross-industry.
Based in Chongqing and radiating across the country, the Institute mainly focuses on ten fields including "equipment system research, system simulation technology, advanced mobile platforms, BeiDou technology applications, new material applications, optoelectronic and information technology, intelligent communication technology, reliability engineering and testing technology, artificial intelligence applications, and digital testing and training," and has ten research institutes under it, including the Equipment System Research Institute, System Simulation Research Institute, Intelligent Equipment Technology Research Institute, Unmanned Platform Technology Research Institute, Beidou High-Resolution Remote Sensing Application Technology Research Institute, New Materials and Advanced Manufacturing Research Institute, Optoelectronic Information Technology Research Institute, Biotechnology Engineering Research Institute, Intelligent Communication Technology Research Institute, and Digital Testing and Training Research Institute. Since its establishment, the Institute has signed 17 scientific research contracts, with a total contract amount of 115 million yuan.
At the same time, in order to accelerate the industrialization of scientific research projects, the Institute has built a dual-use achievement transformation system, created an efficient operation mechanism for achievement transformation, formulated the "Measures for Promoting Achievement Transformation," and adopted methods such as intellectual property rights, intellectual property valuation as equity contribution, introduction of innovative capital, and brand-channel aggregation effects as main means to accelerate the landing and transformation of project achievements. Up to now, a total of 17 projects have been included in the industrial transformation project database, of which 1 project has completed company registration and 7 projects have basically determined industrialization plans. In addition, centering on the technical needs of Chongqing's key industries, the Institute has introduced advantageous technologies from the Ordnance Science Research Institute and other advanced achievements to land in Chongqing, forming a batch of high-tech products and industries.
In the future, Fima Innovation Research Institute of Chongqing High-tech Zone will be built into a first-class domestic and international advanced technology research and development and achievement transformation base, form batches of industrializable scientific and technological achievements and high-tech products, build transfer and transformation channels, and form large-scale applications, with an expected industrial scale of more than 10 billion yuan, incubating 50 technology-based enterprises and more than 5 listed companies. It will be built into a high-level technological innovation research and development base, a high-end talent gathering base, a scientific and technological achievement incubation and transfer base, and an institutional and mechanism innovation demonstration base. Combining existing advantages, linking multiple domains, and penetrating industry barriers, with Fima Research Institute as the core and relying on platforms such as the Science and Technology Innovation Rapid Response Group (Chongqing), the Intelligent Innovation Center of the State Administration of Science, Technology and Industry for National Defense, and the B8 Collaborative Innovation Alliance, it will gradually form an ecosystem of scientific and technological innovation and industrialization.
