光大环保能源(陵水)有限公司是中国光大环境（集团）有限公司的全资子公司，此生活垃圾焚烧发电厂项目位于陵水县生活垃圾填埋场东南侧，占地面积约90亩，设计规模为日处理生活垃圾1050吨，分两期建设。其中一期处理生活垃圾700吨／天，配套建设处理能力500吨天的渗滤液处理站，总投资4.35亿元。项目采用高参数工艺，烟气处理采用国际先进的工艺技术、超低排放标准，二噁英近零排放，环保排放指标严格按照省环保厅印发的《海南省生态环境保护厅关于新建扩建生活垃圾焚烧发电项目污染物排放执行标准意见的函》（琼环函〔2018〕991号）执行。
