Shanghai Heyun Engineering Consulting Co., Ltd., formerly the Engineering Construction Supervision Department of Shanghai Nuclear Engineering Research and Design Institute, was officially renamed Shanghai Sinedi Engineering Consulting and Supervision Co., Ltd. in 1996. In 2007, it was wholly transferred to State Nuclear Power Technology Corporation as an independent legal entity. In March 2015, it was renamed Shanghai Sinedi Engineering Consulting Co., Ltd. On January 30, 2018, it absorbed the power engineering supervision business divested from CPI Power Engineering Co., Ltd., and established Shanghai Mucheng Engineering Supervision Co., Ltd. The two companies operated under one management team with two legal names, directly managed by State Power Investment Corporation. In August 2019, both companies were wholly transferred to the management of State Nuclear Power Operation Service Technology Co., Ltd. On November 6, 2020, Shanghai Sinedi Engineering Consulting Co., Ltd. was renamed Shanghai Heyun Engineering Consulting Co., Ltd. On March 8, 2023, Shanghai Heyun Engineering Consulting Co., Ltd. absorbed the Class A qualification of Shanghai Mucheng Engineering Supervision Co., Ltd. in power engineering supervision, and the two companies merged, with headquarters in Shanghai. On April 12, 2023, Shanghai Mucheng Engineering Supervision Co., Ltd. was deregistered. The company's headquarters consists of eight administrative functional departments: General Management Department, Party-Mass Work Department, Human Resources Department, Planning and Finance Department, Business and Operations Department, Procurement and Materials Department, Engineering Technology Department, and Safety, Quality, and Environmental Protection Department. At project sites, it establishes several nuclear power project supervision departments, conventional power project supervision departments, new energy general contracting project departments, etc., adopting matrix management and a project manager responsibility system. The company consistently promotes enterprise development through talent development, building three teams at the headquarters level: leading cadre talent, business management talent, and professional technical talent, and has established teams for conventional power engineering, new energy engineering, and building construction. The company has a total of 431 full-time employees and 216 holders of various national registered qualifications, forming a knowledgeable, professional, and composite talent team. The company has a wide range of business scope, holding Class A qualifications in power engineering supervision, mechanical and electrical installation engineering supervision, and building engineering supervision; Class A qualifications in nuclear power plant equipment supervision, thermal power plant equipment supervision, and photovoltaic power generation equipment supervision; Class B qualifications in municipal public engineering supervision, wind power equipment supervision, and power transmission and transformation equipment supervision; Level 2 qualification in general contracting of power engineering construction; and Level 4 qualification in power facility installation (repair, testing).
