德阳市指定德阳发展控股集团所属城发集团作为政府出资代表与中国电子所属企业中国电子系统技术有限公司（以下简称“中国系统”）共同出资成立“德阳数字城市科技有限公司”，注册资本金拟为2000万元，共同实施数字城市项目建设，搭建城市信息化资源池，汇聚城市数据资源，以数据辅助政府决策，着力推进德阳新型智慧城市建设；
在运营方面，以城市数据资产为“核心生产要素”，以数字德阳所建项目为前端抓手，在城市数据主管部门的监督指导下，遵循数据安全的法律法规，开展数据汇聚、数据编目、数据治理、数据挖掘、数据分析和数据交易等工作，创新服务内容，为德阳市政府、企业、个人提供数据服务，同时盘活政府数据资产，激发城市数据活力。
