Zhongdaxin (Beijing) Engineering Consulting Co., Ltd. (hereinafter referred to as "Zhongdaxin") is a wholly-owned subsidiary of Da Xin Certified Public Accountants (Special General Partnership). Its predecessor was the Construction Cost Audit Department of Da Xin Certified Public Accountants (Special General Partnership), which has been engaged in engineering audit and review business for over ten years. In accordance with relevant national industry regulations, it was formally delinked and restructured in 1998, establishing an independent legal entity with Class A qualification for engineering audit—Zhongdaxin (Beijing) Engineering Consulting Co., Ltd. (hereinafter referred to as Zhongdaxin). Zhongdaxin is a council member of the Beijing Construction Cost Management Association. From 2005 to 2007, it ranked 23rd in the top 100 engineering audit enterprises by revenue as listed by the China Construction Cost Management Association; in 2011, it ranked 15th nationally; in 2012, 9th; and in 2013, 12th (latest ranking). It is a relatively large-scale intermediary institution with comprehensive service functions in the national construction cost industry. The company headquarters is registered in Beijing, with branch offices in Hubei, Shandong, Tianjin, Hainan, Jiangsu, Henan, and other regions. Its business scope covers all parts of the country and also includes overseas operations. It boasts a professional team with registered cost engineers as the core. The company currently has 218 full-time staff, including 40 registered cost engineers registered with the company (21 of whom hold senior engineer titles), 10 registered consulting engineers, 15 registered supervision engineers, 5 registered asset appraisers, 15 certified public accountants, and 5 first-class construction managers. The company has passed ISO9001 quality certification and is a member of the alternative pool of intermediary institutions for the Ministry of Finance Investment Review Center, the National Audit Office, and the State Administration of Taxation. In 2008, it was rated as an advanced unit (ranked third) by the China Construction Cost Management Association, and received an excellence award and commendation in the National Audit Office's "2008" Olympic audit project review. It was also conferred the title of "Nationally Trustworthy and Customer-Satisfying Unit" by the China Quality and Credit Supervision Association. The company's executive general manager, Mr. Mei Yingjian, has been appointed as a standing council member and deputy secretary-general of the Beijing Construction Cost Management Association.
