本项目于2021年5月获得宿迁市行政审批局的核准。共占地70亩，投资5亿元。建成后年发电13000万KW.h,年对外供热234.4万GJ。主营项目是以发展集中供热和以热定电的燃煤热电联产。本着“以热定电、适度发展”的原则，建设规模为：3×90t/h高温高压循环流化床锅炉（2用1备）+2×CB10MW级抽汽背压式汽轮发电机组及其配套辅助设施。
根据批复，拟纳入本项目供热范围的的企业近百家。热负荷用汽压力主要为0.8～1.0MPa，近期*大热负荷为171t/h，平均热负荷为150.1t/h。目前已接入15家用户，日用汽量达200T/天，将满足泗阳高新技术开发区、吴江泗阳产业合作园、宿迁农业产业园区三个区域企业的供热要求。
