Sichuan Yulin Technology Co., Ltd. is a high-tech enterprise founded in 2008 by Li Jianbo from Southwest Jiaotong University and Dr. Luo Xubin from Southwestern University of Finance and Economics. Headquartered in Chengdu, it has multiple branches nationwide. The company focuses on rural land and real estate management services and information solutions, with a strong software R&D team, advanced data processing and production capabilities, and a comprehensive thematic data and information service system. Founder Li Jianbo received the Sichuan Province Science and Technology Talent award in 2011, and co-founder Dr. Luo Xubin was selected for the Sichuan Provincial Organization Department's Overseas High-level Talents Hundred Talents Plan and the Chengdu High-level Talents Plan, and was appointed as a special expert of the Sichuan Provincial Government. Yulin draws inspiration from the ancient 'fish scale map' approach to land management, combining advanced technology and database technology to form a modern electronic fish scale map, achieving digitalization and high integration of rural land administration information. It plays a foundational role in property registration management, real estate value assessment, transaction circulation, land administration and tax management, modern agriculture management, agricultural IoT, etc., eliminating data communication barriers between departments and improving government service levels and scientific decision-making. Yulin has become a deep participant in the field of rural land confirmation data management and application. In 2008, the company undertook the rural land confirmation work in Chengdu, which was the first rural land confirmation project nationwide. Based on Chengdu's experience, Yulin took the lead in proposing the 'nine-step working method' in the industry, which was widely recognized and adopted. Among the first 50 pilot confirmation projects designated by the Ministry of Agriculture, Yulin undertook more than 30% of them. In 2012, Yulin was among the first batch to enter the software evaluation for the contracted land management information system organized by the Ministry of Agriculture. Yulin built the first county-level software platform (Gangling County, Xi'an), the first city-level platform (Chengdu, Sichuan), and the first provincial-level platform (Sichuan) nationwide. As the most mature software product and industry solution provider in China, Yulin's services have covered most provinces and counties. Yulin's innovative contributions in rural land and real estate property rights management have received widespread social attention and recognition. Due to its significant historical value, in 2008, the Yulin team created China's first modern fish scale map in Heming Village, Liujie Town, Dujiangyan (the first village in the national rural property rights reform), which has been collected by the National Museum. People's Daily on February 28, 2011, front page affirmed Yulin's role in Chengdu's urban-rural integration reform practice. The modern 'fish scale map' was also brought as a Chengdu urban-rural integration achievement to CCTV's 'Xiaocui Guest Room' by Mayor Ge Honglin. Chengdu Daily, West China Metropolitan Daily, Chengdu Business Daily, Southern, 21st Century Business Herald and other media have also focused on and reported on Yulin. Yulin currently holds high-tech enterprise qualification, Class A surveying and mapping qualification, provincial dual-software (software enterprise and software product) certification, ISO9001 certification, international software development capability maturity model CMMI3 certification, and has 20 software copyrights.
