Jinan Tobacco Monopoly Bureau (Company) was initially established in February 1984. Before 1998, it was integrated with Jinan Cigarette Factory under a "three-in-one" system. In August 1998, when the tobacco industry in Shandong Province underwent comprehensive supporting reforms, the "three-in-one" system was dissolved, and it separated from Jinan Cigarette Factory. Jinan Tobacco Monopoly Bureau and Shandong Jinan Tobacco Co., Ltd. now operate under one roof, implementing a management system characterized by "unified leadership, vertical management, and monopoly operation," responsible for cigarette distribution and market management across the city. Currently, Jinan Tobacco Monopoly Bureau (Company) has 12 functional departments, 1 marketing center, and 1 distribution center, overseeing 9 county (city) district bureaus (marketing departments), with over 1,200 active employees. The current office address is No. 11-2 Honglou South Road. The current Party Secretary, Director, and General Manager is Wang Yongping.
Since the establishment of the new Party Committee of Jinan Tobacco Monopoly Bureau (Company) in May 2009, under the correct leadership and strong support of the Provincial Bureau (Company) Party Group and the Jinan Municipal Party Committee and Government, and guided by the spirit of the 17th National Congress of the Communist Party and the Third and Fourth Plenary Sessions of the 17th Central Committee, we have deeply implemented the Scientific Outlook on Development, consciously practiced the industry's common values of "putting national interests first and consumer interests first," continuously emancipated our minds, transformed concepts, updated ideas, and strengthened execution.
