北京博锐开放政策研究院（简称“研究院”）是北京市为加强中国（北京）自由贸易试验区、国家服务业扩大开放综合示范区（简称“两区”）制度创新，提高“两区”政策研究的能力和水平而设立的新型研究机构。研究院主要承担“两区”建设有关战略规划等的理论和实践研究，提出开放型经济制度持续创新的政策建议，为北京高水平开放、推动构建新发展格局提供智力支持。研究院属于北京市登记类事业单位，举办单位为北京市商务局（市“两区”办），实行理事会领导下的院长负责制。
