Shanghai Feiwei Information Technology Co., Ltd. was established in 2012. It is a high-tech enterprise integrating software R&D, application, and services, with qualifications of software enterprise, Class A surveying and mapping, and land planning. The company participates in agricultural and rural industry projects such as registration of rural land contract management rights, designation of "two zones", reform of rural collective property rights system, reform of rural homestead system, monitoring of "non-grain" use, and construction of high-standard farmland, serving more than 800 agricultural and rural competent departments at all levels. It also undertakes natural resources industry projects such as registration and certification of rural homestead use rights integrated with housing, the third national land survey, and registration of natural resources rights, serving over 60 natural resources authorities.
The company's R&D team is professional and experienced. Its flagship product, the 51 Jianku software series, covers 32 provincial-level administrative regions nationwide, providing professional data processing and information technology services to more than 3,000 industry institutions and government agencies.
I. Standard Setting
(1) Participated in formulating standards for registration of rural land contract management rights by the Ministry of Agriculture and Rural Affairs.
(2) Participated in formulating standards for designation of "two zones".
(3) Participated in compiling standard systems for rural homestead basic information survey and informatization construction.
(4) Participated in compiling local standards, cooperating with 12 provincial-level competent departments including Shanghai, Qinghai, Shanxi, Hunan, Hubei, Henan, Hebei, Hainan, Xinjiang, Xinjiang Production and Construction Corps, Gansu, and Guangxi, providing technical services.
II. Core Business
(1) Participated in registration and certification of homestead use rights, undertaking implementation of integrated rural housing and homestead registration projects in more than 20 counties; developed software for this purpose used by over 1,000 institutions nationwide.
(2) Compiled implementation plans for pilot reforms of rural homestead system, participating in drafting reform plans for more than 20 pilot areas in the new round of reforms.
(3) Conducted basic information surveys and informatization construction in pilot areas, developing a series of rural homestead software and providing technical services for surveys, database construction, and management information platform construction in more than 20 pilot areas such as Yujiang (Jiangxi), Wujin (Jiangsu), and Gaoling (Shaanxi), all delivering results.
(4) Provided policy consultation on homestead system reform in pilot areas, offering advisory services in areas like Shenbei (Liaoning), Fuxian (Shaanxi), Yongfeng (Jiangxi), and Dongzhi (Anhui), conducting questionnaire surveys, research symposia, training lectures, institutional design, and extraction of typical cases.
(5) Developed a scheduling platform for the Ministry of Agriculture and Rural Affairs to monitor pilot reforms, participating in surveys of idle rural homesteads, basic information investigation experiments, and standard formulation.
(6) Operated WeChat official accounts, Baijiahao, and Toutiao accounts for homestead management and utilization, editing national weekly reports on homestead management and utilization dynamics.
(7) Undertook development of the information application platform for rural land contract management rights and data integration database projects, responsible for data quality inspection and integrated database construction for 635 counties across 8 provinces including Shanghai, Zhejiang, Jiangsu, Hubei, Jiangxi, Hainan, Guangdong, and Shaanxi.
(8) Undertook database construction for "two zones" designation results, responsible for data QC and integration for 834 counties in 10 provinces including Guangdong, Hainan, Heilongjiang, Jiangsu, Shaanxi, Shanghai, Tibet, Xinjiang, Yunnan, and Chongqing.
(9) Undertook provincial-level high-standard farmland mapping and database projects in Hunan, handling projects in more than 50 counties across 8 provinces including Hainan, Jiangsu, Zhejiang, Shanghai, Hunan, Shanxi, Xinjiang, and Guangxi, covering mapping, platform building, evaluation, survey and design, and inspection and acceptance.
(10) Undertook provincial-level monitoring and verification of "non-grain" use in Hubei and pilot monitoring projects in Hunan.
