盐城市水利勘测设计研究院成立于1956年9月，当时称为盐城地区水利局设计室，规划计划科，勘测设计科，是一支具有悠久历史和优良传统的水利勘测设计队伍；1984年9月经盐城市机构编制委员会批准独立，单位名称为盐城市水利勘测设计室，事业性质，实行企业化管理；1988年9月经盐城市机构编制委员会批准更名为盐城市水利勘测设计院；1999年1月经盐城市水利局党委决定将盐城市河海工程建设监理中心并入本院；2002年12月经盐城市机构编制委员会批准更名为盐城市水利勘测设计研究院。
我院历来重视科技进步和人才培养。现有各类专业技术人员 153人，包括正高级职称1人，高级职称63人，中级职称64人，初级职称25人，拥有各类国家注册执业资格的技术人员118人次。我院技术力量雄厚，重视产品质量，硬件设备齐全，软件设备先进，办公环境优美，拥有独立的办公大楼，面积近2000平方米。
