Hubei Digital Certificate Authentication Management Center Co., Ltd. (hereinafter referred to as "Hubei CA") was established in April 2000 with a registered capital of 50 million yuan. It is a legal electronic authentication service institution approved by the Hubei Provincial Government, holding the "Electronic Authentication Service License" issued by the Ministry of Industry and Information Technology and the "Electronic Authentication Service Cryptography License" issued by the State Cryptography Administration. Its current controlling shareholder is the Hubei Provincial Information Center. Hubei CA is an important part of Hubei Province's network trust system and is the authorized service provider for CA authentication of the Hubei Provincial e-government portal. The company is committed to electronic authentication services in the fields of e-government and e-commerce, and can provide information security services such as solution design, technical support, consulting, and training, ensuring the authenticity of identities of both parties in e-government and e-commerce activities, the confidentiality of communication information, the integrity of exchanged data, the non-repudiation of transactions, and the controllability of access permissions. Hubei CA adopts a digital certificate authentication system that has undergone technical appraisal by the State Cryptography Administration, and has built highly secure security infrastructure such as a CA center and a key management center, with advanced technology and strong scalability. The company has established a comprehensive system for market development, technology research and development, system operation, customer service, and operational security assurance. Its business has covered multiple industries in China and has established dozens of branches and business acceptance points. After more than ten years of operation, especially after the promulgation and implementation of the Electronic Signature Law in 2005, which standardized the management of the CA industry, Hubei CA has achieved significant development. In 2010, it successfully completed the qualification renewal with the Ministry of Industry and Information Technology and the State Cryptography Administration, and in the same year obtained the "E-Government Electronic Authentication Service Institution" qualification issued by the State Cryptography Administration. Since the Ministry of Health promulgated and implemented the "Administrative Measures for Electronic Authentication Services in the Health System (Trial)", Hubei CA has followed up promptly, completed the preliminary review and filing of CA authentication qualifications for the provincial health industry at the Hubei Provincial Health Department, passed the review of the "Hubei Provincial Health System Electronic Authentication Service Assurance Plan" organized by the Ministry of Health and the technical capability test, and successfully completed the access of the health system electronic authentication service institution.
