盐城市第二人民医院（盐城市肿瘤医院、盐城市传染病医院）创建于1954年，前身为盐城地区结核病防治院，1981年改为盐城地区传染病院，1983年5月更名为盐城市第二人民医院，1995年，增挂“盐城市肿瘤医院”牌匾，是一所以肿瘤、肝病、肺病等为专科特色的三级医院,是长三角传染病医院协作组成员，是江苏省肿瘤防治联盟副理事长单位，上海公共卫生临床中心盐城分中心、江苏省肿瘤医院盐城协作中心、盐城卫生技术学院教学医院。医院坚持“一体两翼”（小综合为一体，肿瘤学科和传染学科为两翼）的发展模式，保持了快速、健康、稳定的发展势头，综合竞争力不断增强。
