怀化市第四人民医院暨怀化市精神病医院由*精神病学专家陈永德教授创建于1959年，为湖南省第二人民医院技术指导医院、怀化市医保、怀化市城镇居民医保、各县市（区）医保及农村合作医疗定点医院。
我院是市内*一家以精神卫生专业为特色的专科医院，肩负全市人民精神、心理及相关保健的重任。医院位于怀化市湖天南路65号（天星广场旁），临床科室设有重性精神病科3个，慢性精神病科、心理科、综合科、康复治疗中心、心理体检中心、自愿戒毒科及综合脑病科。
