China Coal Shaanxi Yulin Energy and Chemical Co., Ltd. (hereinafter referred to as "China Coal Shaanxi Company") was registered and established on April 23, 2010, located in Yulin City, Shaanxi Province, a renowned northern frontier city known as the "China Kuwait". China Coal Shaanxi Company is a wholly-owned subsidiary of China Coal Energy Group Co., Ltd. China Coal Energy Group Co., Ltd. is a large energy enterprise managed by the State-owned Assets Supervision and Administration Commission of the State Council, and is one of the two central directly-managed coal groups, ranking 85th among China's top 500 enterprises. It currently has 41 wholly-owned, holding, and equal-share subsidiaries, 4 overseas institutions, and 11 participating enterprises, with 121,000 registered employees and total assets of 147.6 billion yuan.

China Coal Shaanxi Company is the window company for China Coal Group's investment in Shaanxi, coordinating the construction, operation, and control of investment projects in Shaanxi, and is responsible for developing the China Coal Yulin Energy Base, including the 3 million tons/year Hecaogou Coal Mine, the 25 million tons/year Dahaize super-large coal mine, the 2×300MW gangue comprehensive utilization power plant, and the 3.6 million tons/year coal-to-olefins and coal machinery manufacturing projects.

The total investment of China Coal Shaanxi Company's coal chemical projects exceeds 40 billion yuan, constructed in two phases (Phase I (I) and Phase I (II)) according to the principle of "one-time design, two-phase construction". The project adopts world-advanced chemical technologies to produce polyethylene and polypropylene products, such as GE's coal-water slurry gasification technology from the United States, Linde's low-temperature methanol washing purification technology from Germany, Davy's methanol synthesis technology from the UK, the Dalian Institute of Chemical Physics of the Chinese Academy of Sciences' methanol-to-low-carbon olefins technology (DMTO), ABB Lummus' olefin separation technology from the United States, Univation's technology from the United States, and Dow's polypropylene technology route. The main production units include air separation units, gasification units, purification units, methanol units, DMTO units, PP units, and PE units. After the completion and operation of Phase I (I), the products will be 1.8 million tons/year of methanol, 600,000 tons/year of MTO, 300,000 tons/year of polyethylene, and 300,000 tons/year of polypropylene, 10,000 tons/year of hexene-1, and 60,000 tons/year of 2-propylheptanol. It is expected that the average annual sales revenue will exceed 15 billion yuan, with total profits exceeding 7 billion yuan, and tax payments of 5 billion yuan.

The coal chemical project site is located in the southern area of the Yuheng Coal Chemical Industry Zone, approximately 25 km southwest of Yulin City, adjacent to the Yu (lin)-Jing (bian) provincial highway to the south and 210 National Highway to the east, with convenient transportation. The project started construction on August 23, 2011, and is planned to be completed and put into operation by the end of 2014. By then, a 27,000 square meter single-employee living area will also be built, along with a 10,000 square meter catering and sports center.
