Wenzhou Railway and Rail Transit Investment Group Co., Ltd. (hereinafter referred to as the "City Rail Investment Group") was established in April 2011 with a registered capital of 2 billion yuan. It is a municipal state-owned functional enterprise undertaking the "five-in-one" construction of Wenzhou urban rail transit projects, including preliminary work, engineering construction, investment and financing, operation management, and development of resources along the lines. It currently administers 10 departments, 7 directly affiliated enterprises, 10 equity-participating enterprises, 1 self-funded public institution, and 1 tertiary equity-participating company. Since its establishment, the City Rail Investment Group has closely followed the overall deployment of the municipal party committee and the municipal government, adhering to the general principles of "preserving and increasing asset value, strengthening and optimizing, serving the overall situation, innovation and pioneering, adapting to local conditions, being prudent and meticulous, people-oriented, and stimulating vitality." It upholds the development philosophy of "rail transit + new urbanization + smartization," actively fulfills the corporate mission of "Happy Rail, Linking Wenzhou's New Future," and promotes major project construction with "iron determination, iron discipline, and iron work style." It plans the development of commercial sectors, strengthens auxiliary industries, accelerates the construction of the "S+M" one-hour rail transit circle around the Grand Luoshan, and strives to build Wenzhou's railway and rail transit into a "livelihood line, happiness line, safety line, scenic line, and prosperity line." The group has successively received honors such as provincial and municipal model collectives, municipal special work awards, advanced units in major project tackling, dual "AAA" highest credit ratings, and outstanding contribution collectives for opening-up and reform tackling. The S1 line's technical achievements have won multiple provincial and ministerial honors, including the first prize for urban rail transit science and technology progress, the first prize for excellent design by the National Railway Administration, and the rail transit science and technology innovation promotion project. It has built provincial-level "safe metro and bus" brands, provincial quality engineering awards, and municipal civilized unit titles, continuously enhancing the company's visibility and reputation.
