CCCC Third Harbor Engineering Survey and Design Institute Co., Ltd. (formerly the Third Harbor Engineering Survey and Design Institute of the Ministry of Communications, hereinafter referred to as the Institute), founded in 1958, is a wholly-owned subsidiary of China Communications Construction Company Limited, a Fortune Global 500 company. It is one of the largest water transport engineering survey and design institutions in China, a high-tech enterprise in Shanghai, and ranks among the top 50 in survey and design revenue among national engineering survey and design enterprises. It has been jointly rated by ENR and Construction Times as one of the "Top 60 Chinese Engineering Design Enterprises" for multiple years and has been awarded AAA credit rating multiple times. The Institute offers a comprehensive range of professional disciplines. It holds national Class A qualifications for comprehensive engineering design, comprehensive engineering survey, engineering consulting, general contracting, engineering cost, marine surveying and mapping, and engineering measurement, as well as a Class A qualification for port and waterway engineering construction general contracting and the right to operate foreign contracted projects. Over the past more than 60 years since its establishment, the Institute has developed into a comprehensive technical service company integrating engineering planning and consulting, planning, survey, design, project management, engineering supervision, engineering construction, general contracting, project system integration, operation and maintenance, and investment. Its business covers port and waterway engineering, water conservancy and ecological engineering, construction engineering, road and bridge engineering, municipal engineering, logistics engineering, landscape engineering, civil airports, and park engineering, as well as emerging fields such as automation and intelligence, providing clients with integrated solutions and services across the entire industry chain and integrating large civil engineering, large transportation, large municipal works, and investment and financing. The Institute possesses strong technical expertise. It has participated in the construction of 7 of the world's top 10 ports and has undertaken more than 5,000 large and medium-sized survey and design projects at home and abroad, focusing on the Yangtze River Delta, including representative projects such as the Yangshan Deep-Water Port Phase I of Shanghai International Shipping Center, Shanghai Youdungang Waterway Regulation, Donghai Bridge, Zhejiang Yiwu Inland Port Project, Nanjing IC Research and Innovation Park, Macau International Airport, Guyana Cheddi Jagan International Airport Expansion Project, and Mexico Manzanillo CMSA Container Terminal Phase I. It has also engaged in technical cooperation and exchanges with multiple companies in Asia, Europe, the Americas, and Africa. The Institute has passed the Lloyd's Register certification for "Quality, Environment, Occupational Health and Safety" systems and implements total quality management. It owns one municipal-level enterprise technology center, five technical sub-centers, and eighteen technical research offices, with twenty-one key core technologies. It has received numerous national science and technology progress awards, national excellent design awards, national quality engineering awards, Luban Awards, and Zhan Tianyou Awards, and holds more than 200 patents and software copyrights. It has led or participated in the compilation of over 50 national and industry standards and specifications. The Institute boasts a wealth of expert talent. It currently employs approximately 1,000 staff members, including 18 design masters and experts receiving special government allowances from the State Council, 7 provincial and ministerial model workers (such as from Shanghai, the Ministry of Transport, and central enterprises), 89 senior engineers (professor-level), 378 senior engineers, and about 600 personnel with various registered professional qualifications, with professional and technical personnel accounting for 98% of the total staff. The Institute has achieved remarkable cultural accomplishments.
