It has 5 functional departments, including the Chief Engineer's Office, Business Department, Administration and Human Resources Department, Finance Department, and Logistics Management Department, and also has separate Scheme Institute, Architectural Design Institute, Structural Design Institute, and Equipment Design Institute.
