Chongqing International Investment Consultation Group Co., Ltd. (abbreviated as CQICG) is a key municipal state-owned enterprise and a large service-oriented enterprise in Chongqing, with a registered capital of 150 million yuan. The Group is committed to building a nationally leading comprehensive consulting industry group and creating a distinctive new type of think tank with authority in Chongqing and influence across the country, providing one-stop comprehensive consulting services for economic and social development through diversified consulting service methods and a strong intellectual service system.
CQICG has undergone several important restructurings and integrations. In February 2004, the Chongqing Municipal Government integrated three public institutions engaged in bidding and procurement—Chongqing Complete Equipment Bureau for Machinery and Equipment, Chongqing Bidding Bureau for Mechanical and Electrical Equipment, and the Municipal Government Procurement Center—to form the predecessor of the Group, Chongqing Bidding and Procurement Group (retaining the public institution designation), becoming a pioneer in the market-oriented reform of bidding institutions nationwide. In February 2006, the Chongqing Municipal Government fully merged Chongqing Investment Consulting Company into the Group and renamed it Chongqing International Investment Consultation Group, initiating its transformation and upgrading into a comprehensive consulting unit. In 2013, the Chongqing Municipal State-owned Assets Supervision and Administration Commission transferred the entire Chongqing Light Industry Design Institute into CQICG. In August 2015, the Chongqing Municipal Government agreed to assign the functions of the Chongqing PPP Center (policy research, technical support, financing support, information statistics, training and exchange, etc.) to CQICG. At present, the Group has 13 functional departments, 22 subordinate enterprises (including shareholding enterprises), and 1,410 current employees, of whom 353 are Party members.
As a comprehensive consulting industry group, CQICG possesses a consulting industry chain covering the entire process of investment and construction, with integrated service capabilities for project investment and construction. It currently has seven major business segments: the consulting segment, including decision-making consulting (policy research, planning consulting, strategic research), investment consulting (investment opportunity research, feasibility study report preparation and evaluation, funding application report preparation, social risk assessment), PPP full life-cycle consulting, enterprise management consulting, and international consulting; the bidding agency segment, including international and domestic bidding for engineering, goods, and services; the government procurement segment, including government centralized procurement and government procurement agency services; the engineering management services segment, including engineering design, engineering cost, engineering supervision, project management, and project agent construction; the ecological and environmental services segment, including low-carbon consulting, energy-saving consulting, environmental impact assessment, and ecological environment construction; the financial services segment, including microfinance, internet finance, and investment and financing consulting; and the emerging consulting segment, including intellectual property consulting, big data consulting, legal consulting, etc.
CQICG holds Class A qualifications issued by relevant national ministries and commissions for central investment project bidding, engineering bidding, international bidding, government procurement, technical transformation projects, engineering consulting, engineering design, engineering cost, and engineering supervision, as well as professional qualifications for construction and classified-related work. In its main business areas, the Group serves as vice president unit in 3 national industry associations and standing director unit in 2; in relevant Chongqing industry associations, it serves as president unit in 4, executive vice president unit in 5, and vice president unit in 2, demonstrating obvious industry-leading advantages in the comprehensive consulting field. Talent is the primary resource for the Group's development. It has more than 800 professional and technical personnel with various qualifications, including more than 150 with deputy senior professional titles or above and more than 30 with overseas study backgrounds. Employees have cumulatively published 15 academic works, publicly released in the form of the Chongqing Consulting Research Book Series. It possesses dozens of intellectual property rights including patents and computer software copyrights, and has been awarded the title of Chongqing Intellectual Property Pilot Enterprise. In the modern service industry core area of Jiangbei District, the Group has built a landmark building of the domestic consulting industry, a modern office complex covering an area of 75,000 square meters called Chongqing Consulting Building, which has become an important gathering area for societies and associations in Chongqing, a headquarters base for consulting enterprises, and an important conference venue in the city.
CQICG actively fulfills the social responsibility of a knowledge-based state-owned enterprise with the mission of serving the country through intelligence. Its bidding and procurement services are transparent, professional, and standardized. During the 12th Five-Year Plan period, it completed 10,599 various bidding and government procurement projects, with a winning bid amount of 115.5 billion yuan, saving approximately 14.4 billion yuan for the government and enterprises and institutions, with an average savings rate of 12.5%, and repeatedly won the industry's highest awards such as the National 5A Credit Bidding Agency, the National Most Influential Bidding Institution Award, and the National Excellent Government Procurement Project Award. Its role as a gatekeeper in the investment field is evident. During the 12th Five-Year Plan period, it completed 3,927 investment consulting projects, involving a project investment amount of 2.28 trillion yuan, and reduced investment by 23.8 billion yuan through consulting evaluation. The influence of its economic construction think tank has been continuously enhanced. During the 12th Five-Year Plan period, the Group undertook and completed more than 500 service projects for government decision-making, including major national and Chongqing research topics, policy research, and regional and industry development plans, and won the industry's highest awards such as the National Excellent Engineering Consulting Achievement First Prize, the National Excellent Management Consulting Case, and the Chongqing Municipal Government Development Research Award.
