Lixin Certified Public Accountants (hereinafter referred to as "Lixin") was founded in Shanghai in 1927 by Pan Xulun, a leading figure in Chinese accounting, and is one of the earliest and most influential accounting firms in China. It was re-established in 1986. In June 2000, it was initiated and established by Zhu Jiandi, Li Deyuan, Zhou Qi, Dai Dingyi, Zheng Guoqiong, Wang Dexia, Qian Zhiang, Shi Guoliang, Meng Rongfang and others. The registered capital is 5 million yuan. Approved by the state, it independently undertakes certified public accountant business in accordance with the law and is qualified to engage in securities and futures related business. According to the provisions of the U.S. Sarbanes-Oxley Act, if a non-U.S. audit institution needs to audit overseas subsidiaries of U.S. listed companies, it must register with the PCAOB (Public Company Accounting Oversight Board). Lixin obtained this qualification in August 2004. After nearly a decade of substantial development, Lixin has achieved a leading position in terms of business scale, practice quality and social image. Since 2001, Lixin has consistently ranked first in the number of audit reports issued for domestic listed companies among accounting firms nationwide; according to the statistics of the top 100 accounting firms nationwide by the Chinese Institute of Certified Public Accountants, Lixin ranked fifth for five consecutive years in 2002, 2003, 2004, 2005 and 2006 (the top four were all Sino-foreign joint ventures established in China by international accounting firms). In 2007, 2008 and 2009, Lixin ranked sixth (its total business revenue ranking remained fifth). In January 2009, Lixin Certified Public Accountants joined the BDO International Group, expanding its business to provide overseas audit services to clients. Between 2000 and 2010, with the approval of the Ministry of Finance of the People's Republic of China (hereinafter referred to as the "Ministry of Finance"), Lixin successively established 14 branches in Xinjiang, Jiangsu, Hangzhou, Beijing, Shanxi, Shenzhen, Yunnan, Sichuan, Xiamen and other places, thereby making Lixin one of the most influential cross-regional accounting firms in China. Lixin currently has nearly 3,000 employees, including more than 700 practicing certified public accountants. The head office is located in Shanghai and has more than 30 audit business departments, 5 international audit business departments, as well as review, technical, training, management consulting and other business-related departments. Its existing clients are distributed throughout the country, including nearly 130 listed companies and more than 2,000 foreign-invested enterprises, and it provides audit and related services to a number of commercial banks, securities companies, futures brokerage companies, insurance companies, funds, and large state-owned and private enterprises.
