China Information Technology Designing & Consulting Institute Co., Ltd., formerly known as the Design Institute of the Ministry of Posts and Telecommunications, was founded in Beijing in 1952, moved to Zhengzhou in 1969, and renamed as the Posts and Telecommunications Design Institute of the Ministry of Information Industry in 1999. In 2000, it was transferred from the Ministry of Information Industry to the leadership of the Central Enterprise Work Committee and changed from a public institution to a technology-based enterprise. In 2002, it was renamed as China Information Technology Designing & Consulting Institute. In May 2003, it was placed under the management of the State-owned Assets Supervision and Administration Commission of the State Council. In April 2006, with the approval of the State Council, it was restructured with China United Communications Co., Ltd. and became its wholly-owned subsidiary. In September 2008, it was restructured and renamed as "China Information Technology Designing & Consulting Institute Co., Ltd.", registered in Beijing.

For over sixty years, China Information Technology Designing & Consulting Institute Co., Ltd. has always adhered to the quality policy of "Customer Focus, Elaborate Design, Scientific Management, and Continuous Innovation." It has taken the lead in undertaking the design of many of China's first high-tech communication projects and completed over 70% of the consulting and design projects for China's communication backbone network. Since the 1990s alone, it has completed nearly a thousand national large and medium-sized communication engineering designs, including nearly 500 projects with investments exceeding one hundred million yuan. It has completed the overall schemes and engineering designs for projects such as the long-distance switching networks, intelligent networks, tandem networks, signaling networks, GSM networks, CDMA networks, satellite communication networks, long-distance transmission networks, local networks, data networks, and postal integrated computer networks of major Chinese communication operators. Its business covers all specialties in the communication field and has made significant contributions to the rapid development of China's information and communication industry. (As of December 2013, the completed engineering designs and scientific research projects have won 116 national awards and 714 ministry (provincial) awards, including the special award for the best engineering design in China for the Beijing 100,000-line program-controlled telephone engineering design, and gold medals for national excellent design for 10 projects such as the Lanzhou-Xining-Lhasa optical cable communication trunk line. In recent years, it has successively undertaken overseas projects in Bangladesh, Angola, Cuba, Turkmenistan, Kazakhstan, Russia, North Korea, Myanmar, Vietnam, Laos, etc.
