西南水泥有限公司是国资委直管企业中国建材股份有限公司（香港上市公司代码HK3323）新设立的控股子公司（中央企业、世界500强企业之一），是继成立中国联合水泥集团有限公司、南方水泥有限公司、北方水泥有限公司之后组建的又一个大型专业化水泥公司。西南水泥于2011年12月12日在成都注册成立，注册资本金100亿元，计划水泥产能规模为1亿吨以上，并将组建重庆、四川、云南、贵州“一市三省”区域水泥有限公司。贵州西南水泥有限公司是西南水泥有限公司在贵州设立的全资子公司，于2012年3月21日在贵州省工商行政管理局注册成立，注册资本金20亿元。十二五期间在贵州地区总投资将达到300亿，建成年工业产值200亿元以上建材集团。
