Shanghai Industrial Technology Research Institute

Shanghai Industrial Technology Research Institute (SITRI) was established in July 2012, approved by the Shanghai Municipal Party Committee and the Shanghai Municipal Government as a new-type applied technology research and service institution. Its main tasks include undertaking strategic planning, organization and coordination, joint research and development, achievement transformation, and government decision-making consulting in the common technology research and service system, as well as planning, route, evaluation, and coordination services in the promotion of major projects and major industries. It promotes the formation of innovation alliances among various innovation entities, and the integration of technological innovation with business model innovation and management model innovation, effectively enhancing Shanghai's collaborative innovation and technological innovation capabilities.
With the philosophy of "open innovation, serving industry," and operating under the model of "government guidance, top-level design, contract management, flexible participation, joint investment of resources, and shared benefits," SITRI serves as a "think tank" for the government and enterprises, a "bridge" between scientific research supply and industrial demand, a "platform" for common technology research and development, and a "hub" for knowledge flow and achievement transformation.
Currently, SITRI focuses on national strategies and the long-term and major needs of Shanghai's industrial transformation and upgrading, with a focus on fields such as digital services, biomedicine, new materials and advanced manufacturing, and new energy and environmental protection. Carrying major scientific research projects and platforms for common technology research and development and services, it leverages advantages in top-level design, resource allocation, and integrated innovation. Through institutional innovation, it organizes social innovation resources including industry, academia, research, finance, and application, forms innovation partnerships, and jointly conducts industrial technology innovation activities, providing support and services for the upgrade of Shanghai's traditional industries and the development of strategic emerging industries, and handing over the "baton" for transforming scientific research achievements into industrial competitiveness.
