Zhaohua Kindergarten of Chaoyang District, Beijing, established in June 2013, is a public inclusive kindergarten operated by a public institution directly under the Chaoyang District Education Commission. It serves as a pilot base for the reform of the preschool education system in Chaoyang District and as a practical training base for preschool education majors. As a group kindergarten, since its establishment, it has been committed to promoting educational equity through a sense of responsibility, rooting in educational practice with concentration, and promoting children's development with professionalism. To date, Zhaohua Kindergarten has opened 31 branches in Chaoyang District, with more than 8,000 children enrolled and over 1,500 faculty and staff. I. Management Mechanism of Zhaohua Kindergarten. Following the goals of "collectivization, standardization, marketization, and internationalization," Zhaohua Kindergarten relies on the software and hardware support of the District Education Commission, adheres to government leadership, leverages market mechanisms, and implements a branch principal responsibility system under the leadership of the council. Nine major school guidance committees give full play to intellectual support, establishing a matrix management system centered on service and oriented by business, with vertical and horizontal integration. All faculty and staff unite with sincerity and forge ahead innovatively, striving to build Zhaohua into an inclusive preschool education group with flexible mechanisms, standardized management, excellent quality, and distinctive features. II. Curriculum System of Zhaohua Kindergarten. Zhaohua Kindergarten adheres to the educational philosophy of "let the flower of life breathe freely in the sunshine," aiming to cultivate "children with survival wisdom, life interests, and life strength." It has developed and offered a comprehensive education system covering ages 0-6, with core courses including "kindergarten adaptation courses," "thematic play courses," and "social practice courses," supplemented by parent-child early education courses as a foundation, special interest courses for enhancement, and parental education courses as a supplement, laying the foundation for children's happy lives. III. Talent Team Building of Zhaohua Kindergarten. Leveraging the advantages of two institutional systems, Zhaohua Kindergarten comprehensively strengthens research and practice in talent team building, taking the lead among inclusive group kindergartens in implementing the construction and application of the "preschool education talent resource system," and striving to build a high-quality professional teaching team with "noble ethics, excellent skills, reasonable structure, and full vitality." In response to the shortage of preschool education talents, we focus on the four key links of "selection," "mentoring," "cultivation," and "expansion" of talents, and take research and practice of job standards for kindergarten positions as a tool to provide various forms of training, guidance, and evaluation for personnel at all positions. Given that 99% of faculty and staff are recruited from society, Zhaohua Kindergarten enhances their sense of belonging, responsibility, and achievement through policy support, career planning, cultural development, and improved benefits, while serving the construction of the kindergartens and striving to gather talents for Chaoyang education and cultivate outstanding preschool educators. IV. Logistics Support System of Zhaohua Kindergarten. Since its establishment, Zhaohua Kindergarten has established a safety management policy of "people-oriented, safety first, prevention in priority, and persistent efforts," which is implemented and carried through daily safety work, forming a three-level safety management system to ensure the safety of teachers and children. It fully leverages the advantages of group management to build a centralized procurement platform for logistics, reducing procurement links and costs, achieving intensive management. It attaches importance to children's dietary nutrition, uniformly researches and formulates scientific and nutritious children's menus based on children's age characteristics, with special funds for children's meals, and introduces 6S and "bright kitchen and clean stove" management in the canteen, with some branches having reached the highest A3 standard.
