Shanghai Jiushi (Group) Co., Ltd. is a large-scale state-owned public service enterprise group directly under the Shanghai Municipal Government, formerly known as Shanghai Jiushi Company established in 1987. The company has a registered capital of RMB 60 billion, total consolidated assets of RMB 436.8 billion, an AAA credit rating, and owns 10 directly affiliated enterprises with over 70,000 employees.
Shanghai Jiushi is a pioneer among China's investment and financing platform companies. In 1986, the State Council approved Shanghai to expand the use of foreign capital by USD 3.2 billion for the first batch, to strengthen urban infrastructure construction, industrial technological transformation, and the development of the tertiary industry, leading to the establishment of Shanghai Jiushi Company. Over nearly 30 years of development, Shanghai Jiushi has gone through four stages: expanding the use of foreign capital, diversified investment in urban functions, investment in transportation infrastructure, and integrated development of investment and industrial operations, achieving a shift from investment management to equal emphasis on investment management and industrial operations.
Since 2015, standing at a new historical starting point of comprehensively deepening reforms, and in accordance with the overall requirements of the central government and Shanghai for deepening the reform of state-owned assets and enterprises, Shanghai Jiushi has defined its new development positioning, vision, and strategy: to serve Shanghai's economic and social development as its mission, and to meet urban public service needs as its goal. It adheres to prioritizing social benefits and leveraging market mechanisms. It actively implements a development strategy of "four pillars and two wings," with urban transportation, sports industry, real estate and property management, and capital operation as the main body, supported by rule of law and informatization. It continuously improves public service capacity and levels, aiming to build the company into a high-quality public service enterprise.
Currently, Jiushi's core industries are mainly distributed across four major sectors: urban transportation, sports industry, real estate and property management, and capital operation. The urban transportation sector primarily undertakes tasks such as the operation and management of buses and taxis, investment and construction of regional railways and public transportation facilities, and third-party payment services for public transportation. The sports industry sector is mainly responsible for the organization, management, and promotion of major international events such as the Formula 1 Chinese Grand Prix, ATP 1000 Tennis Masters, Global Champions Tour, FIA World Endurance Championship, World Snooker Shanghai Masters, ISU Short Track Speed Skating World Cup, and IAAF Diamond League Shanghai, as well as the development and operation of large sports venues including the Shanghai International Circuit, Shanghai Stadium, and Shanghai Indoor Stadium. The real estate and property management sector mainly undertakes tasks of old-area renovation, special land reserve, and real estate development. The capital operation sector primarily conducts various investment and financing businesses and asset management.
