(1) Brief History of Enterprise Development Hunan Hengji Project Management Co., Ltd. (formerly known as: Hunan Hengji Engineering Cost Consulting Co., Ltd.) was restructured on the basis of Hunan Provincial Infrastructure Investment Audit Firm. Hunan Provincial Infrastructure Investment Audit Firm was approved by the Hunan Provincial Institutional Organization Commission in 1996, registered with the Hunan Provincial Administration for Industry and Commerce, and was a state-owned public institution directly under the Hunan Provincial Audit Department. In 1997, it was approved by the Ministry of Construction to obtain Grade A engineering cost consulting qualification, and also possessed judicial appraisal qualification recognized by the Hunan Provincial Higher People's Court. In December 1999, it formally decoupled from the Hunan Provincial Audit Department, and upon approval and change registration by the Hunan Provincial Administration for Industry and Commerce, after restructuring it was renamed Hunan Hengji Certified Public Accountants Co., Ltd. According to industry requirements, Hunan Hengji Project Management Co., Ltd. and Hunan Hengji Real Estate and Land Asset Appraisal Co., Ltd. respectively achieved separate operations and qualification separation in 2003 and 2004, implementing an operating model of one team with three signboards. It has been shortlisted in the candidate databases of intermediary institutions of the Hunan Provincial Audit Department, Hunan Provincial Department of Finance, Hunan Provincial State-owned Assets Supervision and Administration Commission, Hunan Provincial Higher People's Court, Changsha Municipal Finance Bureau, Changsha Municipal Audit Bureau, Changsha Municipal State-owned Assets Supervision and Administration Commission, Changsha Intermediate People's Court and district courts of Changsha, major commercial banks in Changsha, and the four major asset management companies, providing engineering cost audit services. (2) Business Premises and Existing Operations and Technical Personnel The company has fixed working premises, a sound organizational structure, and complete internal management and control systems. Its registered capital is 10 million yuan, and it has its own business premises of 1,800 square meters, located on the 18th floor of Weiyi·Xingcheng International, No. 216 North Shaoshan Road, Changsha City. The company currently has more than 150 employees, including more than 60 full-time engineering cost professionals (21 first-class registered cost engineers, 7 second-class registered cost engineers, 7 highway and waterway cost engineers, and more than 30 senior and intermediate professional titles). There are more than 80 professionals in financial auditing, real estate, land, and asset appraisal. Among them: 24 Chinese certified public accountants; 20 asset appraisers; 4 registered tax agents; 8 registered real estate appraisers; 10 registered land appraisers; and more than 50 professional and technical personnel such as accountants, economists, and consultants. The audit team is stable and, after years of experience, is professional, dedicated, and experienced. At present, the company has a chief audit office, 4 engineering cost audit departments, a comprehensive management department, an outreach department, and other departments. It is a relatively large-scale and highly specialized social consulting organization in Hunan Province.
