Shanghai Certified Public Accountants (Special General Partnership), formerly known as Shanghai Accounting Firm (hereinafter referred to as Shanghui), was established in 1980 under the care of the Ministry of Finance, the Shanghai Municipal People's Government, and the Shanghai Municipal Bureau of Finance, and was officially founded on New Year's Day 1981. It was the first accounting firm in China established as a pilot by the Ministry of Finance in Shanghai, adapting to the new situation of reform and opening up proposed at the Third Plenary Session of the 11th Central Committee of the Communist Party of China. It became one of the first accounting firms in China qualified to provide services for listed companies, securities, futures, and finance. In December 1998, in accordance with the requirements of the Ministry of Finance and the China Securities Regulatory Commission, it was restructured into a limited liability accounting firm. In December 2013, Shanghai Shanghui Certified Public Accountants Co., Ltd. was restructured into Shanghai Certified Public Accountants (Special General Partnership). The business scale has further expanded, with 17 branches established nationwide and over 1,300 employees, including more than 380 certified public accountants. Shanghui has gone through more than 30 years of development, experiencing major economic changes since China's reform and opening up. It has always provided various types of services for China's economic development as a professional third-party auditor. Through several industry changes and integrations, Shanghui has consistently remained among the top 100 accounting firms in China, ranking 25th in the 2018 national comprehensive evaluation of accounting firms.
